15amp receptacles on 20amp cicuits

I do inspections on newer condos from time to time and I keep finding 15 amp receptacles on 20 amp circuits. Is this typically allowed as far as electrical codes go? Should it be corrected? I had one person tell me that it was o.k. because the shape of the plug for a 20 amp device will not fit in a 15 amp receptacle. But what if multiple devices are plugged into the outlet and collectively draw more then 15 amps? Seems like that could cause a problem.

FHA Inspections

I have a question in reference to the above, To perform the FHA inspections do you need a special form from HUD or would it be more like our regular inspection reports? If so where can I get this form?

2x4 purlins/braces

What year did it start being required that purlins be at least as large or larger than the rafters they support?

Also what yr was the peak ridge board required to be as larger than the rafters it supports? This home was built in 90.

I need your advices, just start my carrier as a home inspector in Mississauga, ON. With a combination of 20 years experience in construction, plus successful completion of training in Humber College, in the areas of Home ‎Inspection & Defect Recognition and Building Code courses.
How i could start? should need in site training with experience home inspector?
